EA-RDIP environmental and social safeguard teams completed community engagement missions and environmental screening along the Hargeisa–Berbera route in the Saahil region.
As part of World Bank Environmental and Social Framework (ESF) compliance, the EA-RDIP Project Implementation Unit conducted extensive stakeholder consultations and field assessments across the Saahil region along the vital Hargeisa–Berbera economic corridor.
The safeguard missions engaged local elders, women's groups, youth associations, local government officials, and community leaders along proposed terrestrial fiber optic routes.
Objectives of the field mission included:
• Transparent Project Disclosure: Briefing local communities on planned civil works, timeline expectations, and community socio-economic benefits.
• Environmental Baseline Screening: Surveying sensitive ecological corridors, drainage points, and roadside topography to ensure fiber trenching adheres strictly to environmental preservation standards.
• Grievance Redress Mechanism (GRM) Awareness: Introducing community members to the project's multi-channel GRM portal, toll-free hotlines, and localized dispute resolution committees.
Community leaders warmly welcomed the planned broadband infrastructure, noting that high-speed fiber connectivity will significantly enhance trade, logistics, and port operations in Berbera.
